Zong and NADRA Partner to Advance Pakistan’s Digital Transformation



Islamabad, 2nd January 2026 - Zong, Pakistan’s leading information services and technology innovation company, has signed a memorandum of understanding with National Database & Registration Authority (NADRA) to advance national digitalization under the Government of Pakistan’s Digital Pakistan vision. This collaboration supports the Government’s "Digital Pakistan" vision and the Prime Minister’s agenda for citizen-centric technological advancement. Through this partnership, Zong will introduce NADRA’s Multi Biometric Verification including facial recognition as an alternative to fingerprinting. This initiative ensures dignified and accessible SIM issuance for senior citizens, persons with disabilities, age-related fingerprint fading, skin conditions, or other biometric limitations.

To further enhance the customer facilitation, Zong has already deployed the first dedicated SIM kiosk at NADRA’s Rawalpindi Mega Center as a scalable model for nationwide rollout, with the objective of creating a fraud-resistant, citizen-centric verification process while remaining compliant with national security protocols and international best practices. This transition aligns Pakistan with global digital leaders like China, Malaysia, and the UAE, where facial verification is already standard practice to curb identity fraud.

Furthermore, the partners will also implement enhanced version of APIs for real-time subscriber verification, timely updates of records in citizens database and improve registry accuracy to assist security agencies in monitoring suspicious activities. Complementing this, the integration of API for Family Registration Certificate (FRC) verification will streamline mechanism for SIM ownership transfer in the event of a subscriber’s death.

Zong and NADRA will further cooperate on Single Sign-On (SSO) and the National Data Exchange Layer (NDEL) to build an interoperable, trusted verification framework that supports an inclusive, secure, and resilient digital ecosystem for Pakistani citizens.
