Yes you can receive Tweets by Following your selected list. Just type FOLLOW <space><friend's username> and send to 40404. After this all tweets from the mentioned username will be sent to your phone. Further u can follow as many users as you want

You can send commands from your phone to for any people you follow by sending OFF<space> <username> to 40404

I have subscribed to Zong Twitter SMS service but I am not receiving other people's updates?

When you've attached your phone to Zong SMS Twitter service, you will only receive updates from friends you've asked to get mobile Tweets from. Similarly you friend has to Follow you on SMS to receive Tweets on his/her phone
